Good Guesses! There are steps like these in many areas of Oregon City. The ones in the first photo are found near the western end of the Promenade. We walk up these steps to reach High Street and continue on our way. Here's a little "snip" from Google Earth to give you a better idea. You can click on the image to make it a little larger.
